Mr. Steve Oakley was appointed to Director of Operations at MCTSSA in April of 2022. In this role he is responsible for event management, development of short and long-range plans that sustain engineering, test, evaluation and warfighter support efforts at MCTSSA, equipment and personnel management, workforce development, and customer interface across all of MCTSSA. His career serving in and supporting the Marine Corps began over 25 years ago, and has specialized in RF communications, network engineering and administration, and C2 application.
Prior to his employment at MCTSSA, Mr. Oakley served on active duty in the Marine Corps for 8 years as a radio operator with 4th Marine Regiment TOW anti-tank platoon, satellite communications operator at 9th Communications Battalion, and Joint Task Force Enabler data chief with the 11th MEU (SOC). Upon separating from active duty he worked as a network security engineer for Raytheon Technical Services Corporation.
Mr. Oakley joined MCTSSA in April of 2005, and served as a C4I systems analyst in the Operating Forces Support Division (now Warfighter Support Division). During his time in OFSD he supported numerous tactical communications systems and C2 applications, additionally he deployed to Iraq in 2007, and Afghanistan in 2009, and 2010 and provided direct support to the operating forces at the battalion level and below. He also supported Deploying Group Systems Integrations Tests afloat and ashore for Marine Expeditionary Units, and served as a subject matter expert at NATO coalition planning conferences and exercises. Mr. Oakley then served in Program Engineering Support Division as a network engineer, and MCNEL/TACNET team lead where he led multiple engineering evaluations. Most recently he was the Deputy Director of Warfighter Support Division and COR for the TSS-2 contract.
Mr. Oakley has over 25 years of combined military and civilian service to the Marine Corps. He has a Bachelor’s Degree in Information and Computer Science from Park University, and a Master’s Degree in Systems Engineering Management from Naval Postgraduate School.
